providing video-taping for cablecast (effective
July, 2002), suspended delivery of the "Molalla
River Reporter" and stopped communication with
the "Educational Ambassadors" (September, 2002)

Personnel issues fall within the
jurisdiction of Oregon Laws governing confidentiality of
personnel records. Any Board deliberation on personnel
matters would be within the confines of the next scheduled
